Three new detailed planning applications have been given the green light by Birmingham City Council to complete Phase Two of the development.

The largest building in this phase, One Centenary Way, is already under construction, and we have now brought forward the plans for a new hotel on the south-western corner of the site, as well as our fourth office building, Three Chamberlain Square, adjacent to the Town Hall.

These new buildings will be amongst the most sustainable commercial buildings in the centre of the city.

As Paradise evolves into a whole new destination for Birmingham, we will complete our plans for Phase Two of the scheme by creating new public realm, including Ratcliff Square, Ratcliff Passage and the Western Terrace.

The plans for the buildings and public realm are all in line with the principles of the approved masterplan for Paradise, and will contribute towards the creation of a mixed use destination for the city.

The Plans

Consultation

We launched a consultation on the plans in the summer of 2021 and welcomed many dozens of responses. The consultation period has now closed, although you can still get in touch with the team at any time.
In line with Birmingham City Council’s guidelines, the consultations were delivered virtually rather than in person, in response to the changing COVID 19 requirements.

FAQs

Were the plans for Phase Two always part of the Paradise masterplan?

Yes. The Paradise masterplan gained outline planning approval in 2013 and allows for up to 10 commercial buildings across the site, to be delivered in three phases. The first phase is now complete and Phase Two began with the construction of One Centenary Way and will include two further buildings; an office building to be known as Three Chamberlain Square and a new hotel alongside new areas of landscaping, public realm and public spaces.

When will a planning application for Phase Two be submitted?

Three detailed planning applications known as Reserved Matters were submitted to Birmingham City Council in September 2021. One application relates to Three Chamberlain Square, the second relates to the Hotel, and the third to the Public Realm areas.

A variation to the original outline planning permission (known as a Section 73 application) has also been submitted. This is needed to make minor changes which will allow the proposals to come forward.

When will Phase Two complete?

Our plan is for all of the building work for Phase Two of Paradise to complete by 2025.

Will there be further disruption to the city centre during this next construction phase?

There will be minimal impact to wider access in and around Paradise during the completion of Phase Two.

This is because we have already carried out the vast majority of transport and infrastructure improvements around Paradise as part of Phase One of the development.

Will there be enough car parking for these new buildings?

Paradise has an allocation of up to 550 parking spaces located underneath the buildings. The first 300 spaces will be opening later this year.

A 312 space cycle hub is being brought forward as part of the development of One Centenary Way, which is due to complete in early 2023.

Paradise is also promoting new pedestrian links across the city and supporting new modes of sustainable transport.

Why do the designs for these buildings look different to earlier imagery?

The original outline planning permission was supported by a number of images which were included purely to illustrate how the development might look in the future. The detailed design of these buildings has been progressing over several years.

ISA and FCB Studios were selected as the architects for the Hotel and Three Chamberlain Square following design competitions held in 2012 and 2020 respectively. Since being selected as architects, their designs for these buildings have further progressed and developed into the schemes currently being consulted on.

How will these buildings interface with Paradise Street and how will they respond to the existing buildings and infrastructure?

Both buildings have been designed to ensure they have a positive interface with surrounding streets on all sides, including Paradise Street. Active frontages are proposed along Paradise Street, as well as improvements to the public realm, which will further enhance the street for existing users and occupiers.

The majority of servicing for both buildings will take place via the basement, meaning there will be minimal vehicular movements along Paradise Street. The highways arrangement will accommodate occasional service vehicles and a taxi drop-off facility and has been designed to be compatible with the metro line, as well as other highways works being undertaken by Birmingham City Council.

How sustainable are these new buildings?

Every new building at Paradise is being designed to be a sustainable new addition to the city with flexible floorplates and shared amenities. The buildings are being designed to meet the highest industry standards for sustainability, efficiency and carbon reduction.

Wider sustainability measures in the Paradise development include electric charging points within the car park, and the inclusion of trees and biodiverse roofs.

Sustainable transport methods are also encouraged when accessing Paradise due to its excellent location, pedestrian links and public transport availability.

Who is paying for this?

The Paradise redevelopment is being brought forward through Paradise Circus Limited Partnership (PCLP), a private-public joint venture with Birmingham City Council.

The private sector funding is being managed by Federated Hermes International. MEPC is the development manager for Phases Two and Three.

Paradise sits in the country’s largest city centre Enterprise Zone and has already benefited from £139m investment by the Greater Birmingham and Solihull Local Enterprise Partnership (GBSLEP) in enabling and infrastructure works.

Is there another phase of Paradise?

The final phase of Paradise, Phase Three, including the rest of the northern part of the site, will become the focus of future development plans and construction activity once Phase Two completes.

The proposed Octagon residential tower will be the first building on this part of the site.
